Position will be located in Eagan, Minnesota

Please note: This position may be filled as a Level I, II or III.  The hiring manager will determine the level based upon the selected applicant's skill set relative to the qualifications listed for this position.
 
Business Analyst I/II/III – Eagan, MN – PS3170
The Business Analyst is responsible for serving as the liaison between the business and IT in translating complex business needs into application software. Primary duties may include, but are not limited to: 
 
Level I: 

  • Possesses understanding of business processes and systems capability.
  • Participates in developing and/or modifying requirements, business design specifications, user training and documentation.
  • Researches and documents business issues.
  • Translates business requirements to technical staff to ensure that requirements are incorporated into system design.
  • Tests and documents solutions.
  • Serves as liaison between users of the software and technical staff. 

Level II: 

  • Analyzes business needs to determine optimal means of meeting those needs.
  • Determines specific business application software requirements to address specific business needs.
  • Works with programming staff to ensure requirements will be incorporated into system design and testing.
  • Acts as liaison with users of the software to address questions/issues.

Level III:

  • Analyzes complex end user needs to determine optimal means of meeting those needs. 
  • Determines specific business application software requirements to address complex business needs.
  • Develops project plans and identifies and coordinates resources, involving those outside the unit.
  • Works with programming staff to ensure requirements will be incorporated into system design and testing.
  • Acts as a resource to users of the software to address questions/issues.
  • May provide direction and guidance to team members and serves as an expert for the team.


Requires:

Level I:

  • HS diploma or GED
  • 5 years of related health care experience that includes work flow design, data analysis and/or systems automation and testing; or any combination of education and experience, which would provide an equivalent background.
  • BA/BS degree preferred.

Level II:

  • BS/BA degree
  • 3-5 years related business analysis experience, or any combination of education and experience, which would provide an equivalent background.

Level III:

  • BS/BA degree
  • 5-7 years of business analysis experience that includes knowledge of systems capabilities and business operations; or any combination of education and experienced, which would provide an equivalent background.

For all levels:

  • SQL or Oracle proficiency.
  • Proficiency with MS Access.
  • Must be able to create reports, analyze them, and report findings in a clear, concise manner.
  • Healthcare experience strongly preferred.
  • Medicaid and/or Medicare experience preferred.
