Marketing Manager - Medicaid - Washington, DC - 128976

This position is responsible for coordinating and directing the efforts of the Medicaid Marketing initiatives in Washington DC. Develops objectives, policies, and programs for Marketing activity related membership growth, retention, acquisitions, and business initiatives.

Primary duties may include, but are not limited to:

  • Develops short and long term marketing and retention strategies and objectives.
  • Directs and coordinates activities of the business to assure alignment with corporate goals.
  • Researches and evaluates competitive activity.
  • Develops and implements of an effective tracking mechanism for daily, weekly, monthly, and yearly activities and productivity.
  • Develops and conducts office and field rep training methods.
  • Oversees the quality control process and procedures.
  • Ensures compliance with state and municipal laws, rules, and guidelines for marketing and outreach.
  • Hires, trains, coaches, counsels, and evaluates performance of direct reports.
Additional responsibilities include:
  • Oversee the development and implementation of special projects, marketing campaigns, community events and health promotion programs with providers, churches, community organizations and health associations for the purposes of improving overall member outcomes and advancing the plan's business goals in the areas of membership growth, membership retention, member health/wellness initiative discovery and participation, HEDIS results and EPSDT performance.
  • Manage direct reports as appropriate.
  • Develop internally and externally focused concept documents, marketing plans, project plans, business cases, proposals and related deliverables as necessary to influence key stakeholders and drive successful execution of initiatives.
  • Execute partnerships and collaborations that will result in persistent and meaningful provider and member engagement and also increase the plan's capability to effectively identify needed population health management programs and execute on those population health management programs.
  • Meet with key government and community stakeholders and execute those initiatives and communications necessary to positively impact members' health and enable the Plan's maintain a positive image for the company and increase the plan's brand equity in the marketplace.
  • Collaborate as appropriate with the corporate marketing communications function to design and develop innovative messaging, advertising, marketing collateral and multi-media outreach/social marketing communications and campaigns utilizing the latest engagement technologies and strategies in support of the plan's business and member/provider outreach goals.
  • Manage the submission, tracking and follow-up for all member materials requiring submission to the District of Columbia Department of Health Care Finance (DHCF) for approval.

Job Requirements

  • Requires a Bachelor's degree in Marketing or Business Administration.  MBA or MPH preferred but not required.
  • 7 years of experience in community outreach / community relations, population health, marketing, and/or program management experience.
  • 3 years of marketing management experience (supervising / managing a team of direct reports); or any combination of education and experience, which would provide an equivalent background.
  • Demonstrated ability to develop internally and externally focused concept documents, marketing plans, project plans, business cases and related deliverables.
  • Strong leadership skills and demonstrated ability to lead programs, projects and initiatives cross-functionally

  • Proven ability to influence internally and externally at a variety of levels.

  • Proven ability and experience in determining what the communication needs and impact are for a variety of situations and audiences and the ability to design and implement as appropriate.

  • Proficiency with Microsoft Office suite.
