Director, Talent Acquisition – IT/Digital
 
This leader will be responsible for developing the strategic and operational management of a team charged with building the organization through talent acquisition with a focus on business aligned solutions targeting IT and Digital talent.
 
The successful candidate will possess strong business knowledge, will exhibit effective communication skills, will build strong relationships, understand recruiting across a broad spectrum including digital channels, will possess exceptional leadership skills, and will demonstrate the ability to deliver highly qualified candidates and deploy effective talent acquisition strategies and solutions in alignment with the Anthem IT/Digital teams growth and people strategy.  This individual will also proactively bring ideas and solutions to the forefront to address anticipated challenges/needs and ensure a common understanding of trend, as well as providing competitive intel where available to ensure a common understanding of the talent landscape and its opportunities and challenges.
 
Accountabilities of this position will include:
 
Strategy
  • Strategic consultation and services related to the design and development of recruiting strategies, communications, metrics and technology to facilitate the talent acquisition process.
  • Partner closely with leaders and HRBPs to understand the IT/Digital business strategy and develop a robust talent acquisition strategy in support of business needs and requirements.
  • Makes decisions with a balanced consideration of hiring leader needs and candidate experience at the forefront.
 
Talent Identification
  • Develops and fosters a culture of proactive sourcing and candidate pipelining within their team to produce a strong slate of diverse, active and passive candidates to hiring leaders for open needs through proactive talent identification practices.
 
Delivery
  • Will work closely with internal SMEs to drive the continued evolution and innovation of how recruitment services are delivered to the IT/Digital business, including employer branding, diversity recruitment and university relations strategies.
 
Measurement
  • Ensures customer satisfaction in the utilization and implementation of advanced metrics to evaluate the performance of the function including key recruitment performance measures and service level agreements.
  • Partner with business leaders and HR Business Partners to forecast hiring needs based on business growth plans and ensure reporting is available to measure progress against these needs. 
 
Innovation
  • Responsible for identifying, designing and implementing resources and software to define industry staffing capabilities and advance the function in partnership with TA leadership team.
  • Develop and execute innovative solutions, driven by technology evolution in the talent acquisition area. 
 
Compliance
  • Partners with Diversity, HR business partners, Associate Relations, EEO and Legal to ensure policy, practice and process utilized by recruiting team are regulatory and legal and aligned to Anthem’s OFCCP obligations.
 
Leadership
  • Leads and manages recruiting staff charged with providing consultative services to the business.
  • Management duties include hiring, training, coaching, counseling and evaluating performance of direct reports.
  • Performs other duties as assigned.

Qualifications
  • Bachelor’s degree in HR-related field or the equivalent in training and experience.
  • Master’s Degree preferred.
  • Eight to ten years’ experience in recruitment and development/ implementation of talent acquisition strategies.
  • In-depth knowledge of EEO, AA, and federal and state laws as they apply to recruitment/selection.
  • Working knowledge of compensation and benefits policies and practices.
  • In depth knowledge of recruitment methodologies and practices.
  • Demonstrated ability to manage the development and negotiation of competitive pay and relocation packages.
  • Demonstrated ability to effectively manage conflict resolution, mediation, and compliance related activities.
  • Excellent oral and written communications skills.
  • Excellent interpersonal, negotiation, consulting, and listening skills.
  • Excellent organization skills.
  • Must be able to effectively handle multiple priorities.
  • Must have effective management skills and exceptional analytical abilities. 
  • Strong desire for experience leading a talent acquisition team within a technology company with preference for experience supporting an IT/Digital function/organization. 
  • Experience with Oracle recruiting technology is a plus.
