Lead application development and be the point-person between the business owner, outsourced development team and other IT functions for Claims Kernels (containerized claims adjudication).  This leadership role requires professional experience with COBOL and mainframe development including online and batch development and scheduling. Prefer candidates with experience with large payors.
 
Responsibilities:
  • Accountable for the success of the application development and maintenance teams through all phases of the application lifecycle
  • Lead outsourced teams for new projects, steady state maintenance and application production support
  • Manage vendor’s project managers/scrum masters
  • Administer application development budget and manage service demand
  • Collaborate with application owner to identify new requirements, create development roadmap, and define service levels
  • Create work orders and change requests; validate billing for services
  • Coordinate with relevant Anthem teams to ensure systems meet enterprise requirements for architecture, security, compliance and operations
  • Provide regular status reports to stakeholders and program managers
  • Review operational metrics and guide continuous improvement efforts


Qualifications:
  • 8-10 years of demonstrated success leading application development teams
  • Project management skills including estimating work, resource planning and managing budgets
  • Ability to prioritize and coordinate team efforts across multiple programs occurring in parallel
  • Experienced in Scrum and waterfall development methodologies
  • Effective relationship-building with business owners, other functional areas and vendors
  • Ability to work and communicate with executive level management (business and IT)
  • Excellent verbal and written communications
  • Healthcare industry experience, especially with large healthcare payer overall structure, processes and functions, is preferred
  • Bachelor’s degree in Computer Science, MIS, or equivalent relevant work experience
