Responsible for defining and managing the scope of businesssystems projects. Primary duties may include, but are not limited to:

  • Manages integrated functionality, usability,reliability, and performance and support requirements of a system.
  • Creates feature test strategies and environmentneeds.
  • Provides the link between the technical andbusiness views of the system by ensuring that the technical solutions beingdeveloped will satisfy the needs of the business.
  • Applies and mentors use of tools to definerequirements. 
  • Anticipates and identifies opportunities forimprovement.
  •  Ensures high level designs includingarchitecture requirements are accurately documented and map to approverequirements.
  • Assists in developing training documentation andproactive identification of additional documentation needs.
Duties and Responsibilities:
  1. Interface directly with program/project managers todetermine business needs and translate them into actionable requirements. Provides the link between the technical and business views of the system byensuring that the technical solutions being developed will satisfy the needs ofthe business.
  2. Perform requirements gathering and analysis; definefunctionality, usability, reliability, and performance of a system; estimatetime required for project completion; prepare schedules and designdocumentation; conduct design reviews and development testing; and deployapplication enhancements.
  3. Support IT developers with designing, developing, andtesting of applications to ensure project requirements are met.
  4. Develop test/use cases and utilize testing methods todetermine issues or problems.
  5. Review work products, deploy applications to testenvironments, and initiate user acceptance testing.  Includes identifyingbugs and coordinating with technical teams to correct identified issues.
  6. Performing Run the Business (RTB) activities, i.e.fixing all the Anthem GBD Facets Disbursement system IT related issues that maycome up during the implementation phase.  This also includes helping theapplication users in understanding the application and setting up the environmentfor them to make the application up and running.
  7. Serve as subject matter expert with Disbursements. Work with FACETS environment to analyze, troubleshoot, and support productionissues.
  8. Regular interaction with database administrators,network administrators, application users to ensure the smooth running ofapplications.
  9. Identifies and manages risks and develops contingencyplans to resolve issues that impact business objectives.
  10. Writespseudo code for developers in order to assist them with designing and developingnew processes.
  11. Works with the IT learning organization to mentor andassist in training initiatives and performs estimates for applicationfunctionality enhancements.

Job Requirements

  • Requires BA/BS in information systems or related field; 3 or more year’s related experience; or any combination of education and experience, which would provide an equivalent background.  Certifications preferred.
