Technical Project Manager Sr.

Location: Norfolk, VA

Works with business and IT partners to identify and implement multiple technical projects of varying sizes, as defined
by Company methodology, such as broad-based information systems, full life-cycle application development, building
enterprise applications or data warehouse planning and development. Manages projects at least $1M in size or equal
complexity. Directs system analysts, software designers and programmers to determine best methods to achieve project
objectives.
Works with moderate guidance and is responsible for applying project management knowledge, skills, tools and
techniques to ensure delivery of project deliverables, processes, and systems. Supports continuous improvement of
project execution and delivery processes. Operates within defined parameters using project management methodology.
Able to lead and manage project business and IT stakeholders in a collaborative manner in order to successfully deliver
planned scope, with quality, and according to approved timelines.
In addition to all responsibilities of a project manager, primary responsibilities include, but are not limited to:
- Demonstrate strong leadership with professionalism and respect for team members
- Provide transparency to issues, risks, internal / external dependencies, and understand when escalation is needed to
overcome obstacles
- Timely identification, documentation, and management of risks to drive mitigation
- Build trusted sponsor and stakeholder relationships
- Communicate effectively by adapting style and message for diverse audiences
- Demonstrate confidence in resolving issues through negotiation with business and IT partners to achieve project goals
- Demonstrate understanding of Agile framework and iterative development practices and implement methods for tracking
deliverables generated within this model
- Incorporate Anthem Agile / SAFe concepts into execution activities as appropriate and as directed by the IT PMO and the
Agile Center of Excellence
- Understand project scope, critical path functionality, and relationship to testing
- Monitoring and tracking to completion all project development, configuration, and testing activities to ensure readiness for project milestones.

- Ensuring responsible testing leads establish an efficient process for workgroup-level Test plan submission, review, and
creation of an integrated project Test Plan
- Leading project meetings; identifying, documenting and prioritizing scope changes; facilitating approval process;
maintaining / updating project documents
- Developing resource, risk, quality, cost, and scope management plans
- Identifying process improvement opportunities to increase standardization, repeatability, and enterprise-wide alignment
- Ensuring stakeholders are held accountable for assignments and escalation is conducted when needed in a timely
manner
- Setting and managing expectations with project team members; providing performance feedback as requested
- develops project charter; partners with sponsors to secure project approval;
- develops and executes communication management plan;
- develops work plan structure and project schedule; manages and update project plan;
- identifies, documents and prioritizes scope changes and facilitates approval process;
- sets and manages expectations with resource managers and team members;
- provides performance feedback to team members and resource managers;
- maintains issue log and facilitates resolution of issues;
- manages and monitors ROI throughout the project life-cycle;
- tracks and manages time and budget against plan;
- prepares and participates in quality review checkpoints;
- obtain/secure and archive necessary approvals;
- conduct project close-out activities and performs other duties as assigned.

Job Requirements

Experience/Competencies/Certifications
- BA/BS in Computer Science, Engineering, or related discipline with IT focus degree and 3-5 years of experience in
broad-based information systems, full life-cycle application development and/or building enterprise applications and/or
data warehouse planning and development or an equivalent combination of education and experience required.
- Minimum of 5 years of experience in project management during which at least 2 years are spent working in a lead role
on one or more projects.
- Project Management Professional certification (PMP) required.
- Experience in creating an effective team environment, building strong relationships, negotiation, solving problems and
issues, resolving conflicts, managing resources in a matrix environment and communicating effectively at all levels of an
organization required.
- Demonstrated application of project management methodology required.
- Knowledge or experience with project management tools, documentation tools, and reporting tools required.
- Experienced working with both business and IT stakeholders
- A strong background and experience in testing and managing project level cross-functional and end to end testing
activities
- Excellent verbal and written communication skills and the ability to interact professionally with a diverse group of
executives, managers, and subject matter experts
- Experience communicating with a variety of both business and technology stakeholders and cross-functional groups
- Experience with Agile/Scrum software development framework
- Experience working with Agile/Scrum teams and iterative development approaches
- Experience with application development related to web-based portal solutions
- Ability to work independently while handling multiple projects with changing priorities and deadlines.
- Working with business and IT stakeholders to develop project scope and manage the requirements development
process
- Working with business and IT stakeholders to develop a work breakdown structure for monitoring and controlling
assigned work through deliverables completion
- Working with business and IT stakeholders to develop test plans
- Maintaining issues, risks, and other required project logs; facilitating resolution of all outstanding items
- Executing communication plans & regularly reporting status to the Program/Executive leadership
- Applying project management knowledge, skills, tools and techniques to project deliverables, processes, and systems
- Preparing and participating in quality review checkpoints to obtain and archive necessary approvals
- Experience in highly integrated multi-tier large scale applications
- Experience in creating an effective team environment, building strong relationships, solving problems and issues,
resolving conflicts, managing resources in a matrix environment, communicating and influencing effectively at all levels of an organization.
